According to Haalvsh, in the past four years, at least 48 civilians — including women, children, farmers, nomads, fuel carriers, and Afghan migrants — have been killed, injured, or suffered limb amputations in Sistan and Balochistan Province, in areas bordering Pakistan and Afghanistan, and in some cases along the boundary between Balochistan and Iran’s Kerman and South Khorasan provinces. These incidents resulted from the detonation of unmarked landmines planted by Islamic Revolutionary Guard Corps (IRGC) forces or from unexploded military ordnance.
These casualties, recorded in 22 separate incidents documented by Haalvsh, indicate the continued and indiscriminate use of anti-personnel mines and leftover munitions from military exercises along routes traditionally used by local residents, nomads, and passersby — routes that have for generations served as living and livelihood spaces. None of the mined areas had warning signs or markers, and the victims came from diverse social and occupational backgrounds.
The list of victims and incident dates is as follows:

۲- Routak border / Routak, Mirjaveh – At least 5 Afghan nationals killed or injured (identities unknown), including at least one woman and one child; borderland mine explosion.

From the perspective of international law, the use of landmines in civilian areas without marking is a serious breach of the principles of humanitarian law and the provisions of the 1997 Ottawa Convention, which prohibits the use, stockpiling, production, and transfer of anti-personnel mines, and mandates the clearance of contaminated areas. The continued presence of mines along public routes constitutes a direct threat to the life and safety of civilians, and responsibility for this lies with the relevant institutions and state bodies exercising control over these territories.
